What does the black name on the boss indicate? is this to show who it's targeting?

The new water appears to have broken rarity of magic fish, I have fished for 4 hours and found none with a 70 intellect, 70 fishing skill character

The crash at 35 past (10am) for me - Is this to boot potentially AFK macro players when Russia/Gm's sleep? It got me killed today in Karend, Perhaps a warning notification?
